Summary
Real property assessments; affordable housing.
Provides that (i) certain federal, state or local restrictions, as well as
special expenses be considered in determining the fair market value and the
capitalization rate for certain real property designated as affordable housing,
and (ii) federal and state income tax credits with respect to real property
