Be it enacted by the General Assembly of Virginia:

1. § 1. That the Governor is authorized to request federal funds to construct a new 240-bed veterans' care center located in the Hampton Roads area of Virginia. After the United States Department of Veterans Affairs has determined that federal funds will be allocated for the new center, the State Treasurer shall advance a loan of $14.6 million to the Department of Veterans Services for the state share of the construction in the form of a short-term treasury loan, with no interest.
