Summary
Impaired waters. Allows an aggrieved party to conduct
a use attainability analysis in order to demonstrate that the attainment of the
designated use for an impaired water body is not feasible. This analysis would
be submitted to, and reviewed by, the State Water Control Board. The Board
would then determine whether the development or implementation of the total
