Be it enacted by the General Assembly of Virginia:

1. § 1 That notwithstanding the provisions of § 3.1-796.87 of the Code of Virginia, the City of Newport News may by ordinance impose a license tax not to exceed $35 on the ownership of each cat or dog that has not been spayed or neutered.
