Be it enacted by the General Assembly of Virginia:

1. § 1. Notwithstanding the provisions of § 53.1-82.3 of the Code of Virginia, the New River Valley Regional Jail Authority may submit the required studies as prescribed by the Board of Corrections' Standards for Planning, Design, Construction and Reimbursement of Local Correctional Facilities to the Department of Corrections and State Board of Corrections for review prior to July 1, 2006. Furthermore, the Governor may include a recommendation for funding such project for consideration by the General Assembly at its 2007 Session.

2.  That an emergency exists and this act is in force from its passage.
