Summary
Grand juries. Provides that a judge shall permit an individual who wishes to testify before a regular grand jury or a special grand jury to do so unless the judge makes a written finding that the testimony of that individual would present a substantial physical danger to the grand jurors or would likely invalidate any true bills issued by the grand jury.
