Description

Supplemental transportation funding for Northern Virginia. Permits the localities that are members of the Northern Virginia Transportation Authority to impose additional local taxes to be used by the Authority for transportation projects. The additional taxes are: (i) a motor vehicle sales and use tax at the rate of 1.5%; (ii) a local sales and use tax at the rate of 0.5%; (iii) a sales tax on motor fuels at the rate of 2%; and (iv) a tax on insurance premiums for motor vehicles at the rate of 2.25%. All moneys received by the Authority from these additional taxes and fees shall be used for the primary benefit of those localities imposing all of the additional taxes. The membership of the Authority is altered to provide for two additional members from the House of Delegates; one additional member from the Senate; and a mayor from a town within a county that is a member of the Authority. The Authority shall use all the revenues generated by the bill as follows: 1. The first $50 million deposited into the fund shall be distributed in each fiscal year to the Washington Metropolitan Area Transit Authority (WMATA) to provide funds to the Authority as may be required under federal law for the payment of certain federal funds to WMATA. The Authority shall make such annual distribution from such revenues (i) only to the extent required under federal law for the payment of federal funds to WMATA, and (ii) only if the Counties of Arlington and Fairfax and the City of Alexandria are imposing the additional local fees authorized by the bill; and 2. All other revenues shall be used for transportation projects as determined by the Authority for the primary benefit of those localities imposing all of the additional taxes and fees authorized by the bill.
