Powers and duties of CTB. Requires the Commonwealth Transportation Board (CTB) to review and approve highway design standards of the Department of Transportation to ensure equity between urban and rural highways and also to distribute and allocate highway construction funds from the Transportation Trust Fund and any other source in such a manner as to ensure equity between urban and rural highway construction funding.
