Description
Construction and improvement of primary or secondary highways by counties. Eliminates the requirement that primary and secondary highway improvement projects undertaken by counties be subject to approval of project plans and specifications by VDOT. The bill also eliminates the ability of VDOT to recover from counties VDOT's costs of administering contracts for such projects.
