Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding in Article 1 of Chapter 31 of Title 58.1 a section numbered 58.1-3122.3 as follows:

§ 58.1-3122.3. Commissioner of the revenue to perform select DMV transactions.

Each commissioner, as part of his duties, shall participate in the Department of Motor Vehicles (DMV) Select program.  Under this program the commissioner shall perform selected DMV transactions, including titling and registering motor vehicles, issuing license plates, changing addresses for DMV customers, providing copies of DMV records, and assisting customers with Motor Voter registration. The DMV Commissioner shall provide instructions to the commissioners of the revenue with respect to their DMV Select program duties.
