HJ160: ZIP codes; urging Postmaster Gen. to designate certain addresses in Henrico Cty as Henrico, VA.
WHEREAS, ZIP Codes were established in 1963 by the United States Postal Service for ease of mail distribution, but have grown to become an inherent part of community identification and local government services; and
WHEREAS, Henrico County has nine ZIP codes that are exclusive to the county, but bear a City of Richmond mailing address, and eight ZIP codes that are shared with Richmond and other neighboring localities; and
WHEREAS, millions of dollars are lost each year in Henrico County, as area businesses and residents erroneously send tax payments to the locality listed as their mailing address; and
WHEREAS, because insurance companies consider ZIP codes when determining rates, Henrico residents who bear a Richmond address and ZIP code can pay higher insurance rates than would otherwise be the case; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the Postmaster General of the United States be urged to designate addresses in Henrico County that presently read "Richmond, Virginia" as "Henrico, Virginia" and establish ZIP codes in Henrico County that are separate and distinct from ZIP codes in other counties and cities; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates transmit a copy of this resolution to the Postmaster General of the United States so that he may be apprised of the sense of the General Assembly of Virginia in this matter.
