WHEREAS, Edgar J. Fisher, Jr., of Richmond, who served for 36 years as director of the Virginia Council on Health and Medical Care and was a founder and trustee of CrossOver Ministry, died on December 11, 2005; and

WHEREAS, a native of Istanbul, Turkey, Edgar Fisher came to Virginia at the age of 13, when his family returned to the United States; and

WHEREAS, after graduating from The College of William and Mary in 1942, Edgar Fisher served in the United States Navy during World War II, attaining the rank of lieutenant; and

WHEREAS, in 1948 Edgar Fisher was hired as director of the fledgling Virginia Council on Health and Medical Care, an agency created to improve the health and health care of rural Virginians; and

WHEREAS, Edgar Fisher headed the agency for 36 years, during which time he worked with state and local medical groups and schools to develop a referral service that matched doctors and dentists with small and medically underserved Virginia communities; and

WHEREAS, affiliated with numerous civic and charitable organizations, Edgar Fisher was a former board member and vice president of the Medical Society of Virginia Foundation and was an elder at St. Giles Presbyterian Church; and

WHEREAS, a member of the board of Needles Eye Ministries, Edgar Fisher was also a founder, trustee, and enthusiastic supporter of CrossOver Ministry, a Richmond organization dedicated to delivering health care to people in need; and

WHEREAS, through his professional accomplishments and community service activities, Edgar Fisher was instrumental in providing health care services to thousands of Virginians who might otherwise have gone without; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with sadness the passing of an exceptionally committed and effective public servant, Edgar J. Fisher, Jr.; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Edgar J. Fisher, Jr., as an expression of the respect in which his memory is held by the members of the General Assembly.
