HJ43: Celebrating the life of Dr. Hill Carter, Sr.
WHEREAS, Dr. Hill Carter, Sr., of Hanover County, an admired and respected citizen and prominent retired cardiologist, died on June 29, 2005; and
WHEREAS, Dr. Carter was born on November 7, 1906, and grew up in Ashland, graduated from the University of Virginia Medical School and served his internship at St. Luke’s Hospital and residency at Bellevue Hospital, both in New York and was the last living member of the Class of 1930; and
WHEREAS, after completing his residency, Dr. Carter consulted his father, who was also a physician, regarding where to practice, and his father advised him to escape the "medical politics" of Ashland; and
WHEREAS, ironically, Dr. Carter moved to Washington, D.C., the center of American politics, where he practiced cardiology for well over four decades, during which time he treated members of all three branches of government, as well as the power elite; and
WHEREAS, throughout his career in the capital, Dr. Carter remained apolitical, and counted among his friends distinguished Washingtonians, several Supreme Court justices, and more than one United States president; and
WHEREAS, in 1978 Dr. Carter retired from private practice and settled on his farm in Hanover County, where he anticipated each day as an adventure and spent many happy hours hunting, fishing, and enjoying the natural beauty of the countryside; and
WHEREAS, Dr. Carter donated the land for Carter Park and was dedicated to the prosperity of the Town of Ashland and the well-being of its residents; and
WHEREAS, a skilled physician with a gentle manner, Dr. Carter greatly improved the health and well-being of countless patients and he will be remembered for his medical excellence and for his remarkable gifts of storytelling and kindly conversation--whether with a patient, fellow citizen, or a Supreme Court justice; and
WHEREAS, Dr. Carter will be missed by his family, his numerous friends and admirers, and the citizens of the Town of Ashland, Hanover County, and Washington, D.C.; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of a gifted physician and outstanding Virginia gentleman, Dr. Hill Carter, Sr.; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Dr. Hill Carter, Sr., as an expression of the esteem in which his memory is held by the members of the General Assembly.
