WHEREAS, Herman Forrest Drummond, Jr., who began his distinguished career in law enforcement as a patrolman with the Newport News Police Department in 1939, died on February 24, 2006; and

WHEREAS, a native of the Eastern Shore community of Pungoteague in Accomack County, Herman "Bulldog" Drummond rode a pony to a one-room schoolhouse on the Eastern Shore and worked as a farmer and carpenter with his father; and

WHEREAS, in 1939 Herman Drummond was one of the first officers hired by the Newport News Police Department, where he served with great distinction for 11 years; and

WHEREAS, Herman Drummond earned an associate degree in business law, a law degree and in 1946 graduated from the FBI National Academy; in 1950 he was recruited by legendary FBI Director J. Edgar Hoover to join the Bureau; and

WHEREAS, renowned for his expertise in fingerprinting, his marksmanship, and his keen knowledge of the law,  Herman Drummond served as a special agent with the FBI for 22 years, was an instructor at the FBI National Academy in Quantico, and was a judo and firearms expert; and

WHEREAS, after his retirement from the FBI in 1972, Herman Drummond taught criminology at Old Dominion University and in 1974 became the Commonwealth's representative to the Criminal Justice Training and Standards Commission; and

WHEREAS, a member of Emmanuel Episcopal Church, Herman Drummond was a member of Elizabeth Masonic Lodge No. 34 for 50 years, was a past potentate of the Khedive Shrine Temple, and was a former chaplain of the FBI National Academy Association of Virginia; and

WHEREAS, throughout a long and notable career in law enforcement, Herman Drummond served his community, the Commonwealth, and the nation with great commitment and devotion to duty; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of an outstanding Virginian, Herman Forrest Drummond, Jr.; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Herman Forrest Drummond, Jr., as an expression of the high regard in which his memory is held by the members of the General Assembly.
