WHEREAS, the Honorable A. Elisabeth Oxenham, Chief Judge of the Henrico Juvenile and Domestic Relations District Court for the 14th Judicial District of Virginia, will retire in July 2006; and

WHEREAS, a native of Richmond, Elisabeth Oxenham earned a bachelor’s degree from Virginia Commonwealth University in 1971 and a law degree from the University of Richmond, T.C. Williams School of Law, in 1982; and

WHEREAS, appointed to the Henrico Juvenile and Domestic Relations District Court in 1994, Judge Oxenham was the first woman to sit on the bench in Henrico County; and

WHEREAS, in 2000 Judge Oxenham was elected chief judge of the Juvenile and Domestic Relations District Court for the 14th Judicial District and has served with distinction for six years; and

WHEREAS, a superb jurist with vast legal experience and knowledge, Chief Judge Oxenham has exhibited a strong commitment and concern for the well-being of young people and families, the safety of the community, and the protection of the rights of all of the citizens of Virginia; and

WHEREAS, devoted to her community and to excellence in the legal profession, Chief Judge Oxenham has generously given her time and immense talents to numerous civic and professional organizations, including serving as a member of the Henrico County Bar Association, as director in 1987–1988, and as treasurer in 1989–1990; and

WHEREAS, Chief Judge Oxenham has served the citizens of Henrico County and the Commonwealth with great integrity, compassion, and skill; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend the Honorable A. Elisabeth Oxenham for her dedication to Virginia's judicial system, her profession, and the children and families of Henrico County and the Commonwealth; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Honorable A. Elisabeth Oxenham as an expression of the General Assembly’s gratitude for her longtime public service and best wishes for a happy and fulfilling retirement.
