Summary

Local consent to State Water Control Board permits. Requires an application for a new or modified individual Virginia Pollutant Discharge Elimination System permit or new or modified coverage under a general Virginia Pollutant Discharge Elimination System permit, authorizing direct or indirect discharge of stormwater runoff from a new municipal solid waste landfill into a local watershed protection district established and designated as such by city ordinance prior to January 1, 2006, to contain a certification from the local governing body of the city in which the discharge is to take place, that the discharge is consistent with the city's ordinance establishing and designating the local watershed protection district in order to be considered complete.  The bill does not apply to any municipal solid waste landfill in operation on or before January 1, 2006.
