Be it enacted by the General Assembly of Virginia:

1.  That § 33.1-190 of the Code of Virginia is amended and reenacted as follows:

§ 33.1-190. Construction by state employees.

Irrespective of the provisions of § 33.1-185, in cases of emergency or on any project reasonably estimated to cost not more than $300,000 $1 million the Board may, in its discretion, build or maintain any of the roads in any system of state highways by state employees.
