Summary

Traffic offenses; additional penalties. Provides that a judge may require persons convicted of certain traffic offenses that resulted in death or permanent and significant physical impairment to speak for up to 40 hours before driver education classes in the Commonwealth, in addition to any other penalties. The Department of Education will administer the program except for motorcycle offenses, which will be administered by the Department of Motor Vehicles. A person who unreasonably fails to complete the hours ordered is guilty of a Class 1 misdemeanor with a mandatory minimum 30 days in jail and $500 fine and will have his driver's license suspended for one year with no eligibility for a restricted license. The offenses included are: right of way violations, lane direction control signals violations, certain uses of controlled access highways, failure to obey lawfully erected signs, illegal right or left turn on steady red after stopping, and reckless driving.   View Full Text »
