Summary

Certificate of Public Need; reduced rate for health care services to the medically indigent.  Defines "reduced rate," for the purpose of the Commissioner's conditions on approval of a certificate of need, as including the operating losses of a provider network's facility located in a medically underserved area as defined by the Human Resources and Services Administration of the U.S. Department of Health and Human Services. Currently, under Board of Health regulations, the Commissioner of Health is authorized to condition a certificate of need on the agreement of the applicant to provide health care services at a reduced rate to the medically indigent or to accept patients needing specialized care.   View Full Text »
