Summary

Biennial review of the Standards of Quality. Changes the Board of Education's required review of the Standards of Quality from odd-numbered years to even-numbered years, and provides that in any odd-numbered year following the year in which the Board proposes changes to the Standard of Quality, budget estimates required to be reported take such changes into consideration.
