Summary
Virginia Public Procurement Act; methods of procurement;
design-build by certain local public bodies. Provides that design-build or
construction management projects undertaken by any local governing body of a
locality with a population in excess of 100,000 shall be exempt only from
approval of the Design-Build Review Board. These localities, however, must have
had a one-time determination by the Design-Build Review Board that the locality
has the personnel, procedures and expertise to enter into such contracts. As a
result, such local governing bodies have authority to enter into contacts on a
