Summary
Governor's appointments communicated after September 15,
2006. Provides that the 2006 Special Session I shall not consider
appointments communicated by the Governor after September 15, 2006; the failure
to consider any such appointment shall not be deemed a refusal to confirm the appointment;
and confirmation of such appointments shall be considered at the next regular
