Summary

Virginia Defense Facility and Transportation Improvement Fund and Program.  Establishes the Virginia Defense Facility and Transportation Improvement Fund and Program. The Fund is to consist of $36 million of annual collections of state recordation taxes. Its proceeds are to be allocated by the Commonwealth Transportation Board to highway construction districts wherein federal defense facilities or bases are expanded as the result of actions of the Base Realignment and Closure Commission, and are to be used for transportation infrastructure improvements. The bill requires that matching funds be provided by the locality or localities in which a project will be located as a prerequisite to allocations from the Fund.
