Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding in Article 4 of Chapter 8 of Title 18.2 a section numbered 18.2-371.4 as follows:

§ 18.2-371.4. Prohibiting purchase of novelty cigarette lighters by juveniles under the age of 18.

A. Any person who sells to, distributes to, purchases for or knowingly permits the purchase by any person less than 18 years of age, knowing or having reason to believe that such person is less than 18 years of age, any cigarette lighter that is not readily identifiable as such, is punishable by a civil penalty of no more than $100.

B.  Any person less than 18 years of age who attempts to purchase a cigarette lighter that is not readily identifiable as such is punishable by a civil penalty of no more than $100.
