Summary

Private institutions of higher education benefits consortium.  Authorizes five or more private educational institutions to form a benefits consortium for the purpose of establishing a self-funded employee welfare benefit plan. The benefits consortium will be a nonstock corporation that will operate a benefits plan that will be governed by and be subject to the provisions of the federal Employee Retirement Income Security Act of 1974. The benefits consortium will be exempt from taxation and from insurance regulations.
