Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding a section numbered 46.2-2826.1 as follows:

§ 46.2-2826.1. Certain contracts subject to review by Board.

Before the Virginia Department of Transportation, the Department of State Police, or any other agency, institution, or political subdivision of the Commonwealth enters into any contract for the provision of services related to towing or towing and recovery, it shall submit a copy of such contract to the Board for its review.  Every such copy shall be submitted to the Board no less than 30 days prior to the date on which the contract is to become effective.

For the purposes of this section, "contract" includes comprehensive agreements under the Public-Private Transportation Act of 1995 (§ 56-556 et seq.).
