Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding a section numbered 19.2-216.1 as follows:

§ 19.2-216.1. Indictment of a law-enforcement officer.

When a law-enforcement officer is alleged to have committed a criminal offense involving excessive use of force while on duty, he shall be formally accused of the crime by indictment only.
