Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding a section numbered 1-255.1 as follows:

§ 1-255.1.  Use of Matricula Consular cards.

A Matricula Consular identification card issued by the government of Mexico shall not be relied upon by any person in the Commonwealth as evidence, and shall not be used in the Commonwealth by any individual as a means of establishing, that the individual to whom such card was issued is a lawful resident of the Commonwealth or otherwise is an individual whose presence in the Commonwealth complies with, or is otherwise lawful under, the laws of the United States.
