What does "adjacent to" mean? Literally right next to a parcel that is zoned residential? Right next to a parcel that is zoned for business but happens to have a home on it? How about a neighborhood that has stores on the ground floor but residential condominiums above? What does it mean to "provide services to convicted sex offenders"? Does that include "provide alcohol counseling to people who may include convicted sex offenders"? Or does it mean "provide sex therapy to convicted sex offenders"? Does it apply to public facilities? Or to private offices as well? Until someone can answer these questions, the bill isn't ready for consideration.
