Be it enacted by the General Assembly of Virginia:

1.  That the second enactment clause of Chapter 836 of the Acts of Assembly of 2006 is amended and reenacted as follows:

2. That the provisions of this act shall become effective on July 1, 2007, however any locality in which dog or cat licenses were issued on an annual schedule during 2007 may implement the provisions of this act beginning January 1, 2008.
