Summary

Authorizes the board of visitors of Old Dominion University to offer graduate,
and lower and upper level undergraduate courses of study at the Virginia Beach
Higher Education Center. The bill contains an emergency enactment clause making
the bill effective upon passage, and a sunset clause providing that the bill
must expire July 1, 2007.
