Summary
Wireless telecommunications devices; use by certain drivers. Prohibits use of wireless telecommunications devices by holders of provisional licenses, learner's permits, and motorcycle learner's permits, except in an emergency, when the vehicle is parked, or when the vehicle is stationary on that portion of a highway improved, designed, and ordinarily used for vehicular travel.
