Recordation tax exemptions; Hampton Roads Proton Beam Therapy Institute at Hampton University.  Exempts certain nonprofit corporations or limited liability companies that are owned or controlled by a nonprofit college or other institution of higher education with a purpose of owning or operating nonprofit educational, research, training, or treatment facilities in medical, scientific, public health, and public safety disciplines.
