Summary
Land application of sewage sludge. Prohibits the land application of sewage sludge beginning January 1, 2008, unless the sewage sludge is applied in the same locality in which it is generated. The departments that have oversight of the spreading of sewage sludge, the Health Department and the Department of Environmental Quality, are required to certify that the sewage sludge is being applied in a manner that protects human health and the environment, and the Department of Conservation and Recreation is to certify that the nutrient management plan for applying the sewage sludge protects water quality.

Won't this bill be shot down by the Federal Courts, since they already ruled a state cannot stop Bio Solids from another state?
