HB841: Local Partnership Programs; payment schedule for reimbursement of funds to locality.

Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 33.1-223.2:16 as follows:
§ 33.1-223.2:16. Local Partnership Programs.
When Local Partnership Programs are created, agreed upon, and entered into, in addition to other details of the program, a schedule for payment for reimbursement of local funds shall be agreed upon by the locality and the Department of Transportation. Such a payment schedule shall minimally include designated dates on which funds shall be reimbursed by the Department of Transportation to the locality. Such dates shall include one date one-quarter through the project completion, one date at the midpoint of conclusion of the project, and the balance of funds to be reimbursed to the locality at the conclusion of the project.
