WHEREAS, Josephine Marshall of South Boston, a respected civic leader and dedicated educator, died on February 5, 2007; and

WHEREAS, Josephine Marshall began her career in education with the Clarkesville Public Schools, but soon transferred to Halifax County High School to teach Spanish, French, and English, a position she enjoyed from 1967 to 1972; and

WHEREAS, Josephine Marshall also taught adults for many years in the Virginia Community College System, first at Lynchburg's Central Virginia Community College and then at Danville Community College, retiring from teaching in 1992; and

WHEREAS, Josephine Marshall served on the South Boston City Council from 1984 to 1998 and as mayor of South Boston from 1995 to 1996; and

WHEREAS, Josephine Marshall also served as president of the Virginia Municipal League and as chair of the Halifax County Democratic Party; and

WHEREAS, a dedicated leader in the community, Josephine Marshall served as president of the Tri-River Chapter of Habitat for Humanity, as a board member of Halifax Regional Hospital, as vice-chair of the Virginia Advisory Commission on Intergovernmental Relations, and as a member of the Southside Regional Planning District Commission; and

WHEREAS, a remarkable role model and generous mentor to her colleagues, Josephine Marshall was a member of the Tri-Rivers Charter Chapter of the American Business Women’s Association; and

WHEREAS, Josephine Marshall was a faithful member of the Ebenezer Methodist Church, C.M.E., and was active in the church's many missions in the community; and

WHEREAS, Josephine Marshall will be fondly remembered for her steady leadership in the community and her kind and amiable nature and greatly missed by her devoted husband Lewis R. Marshall, her two sons Tim and Tony, her daughter Teresa, and numerous other loving family members and friends; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly mourn the passing of a fine public servant, excellent teacher, and outstanding Virginian, Josephine Marshall; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Josephine Marshall as an expression of the General Assembly’s respect for her memory.
