Constitutional amendment (first resolution); congressional and General Assembly districts; the redistricting process. Provides for a bipartisan panel of three special masters drawn from a pool of retired judges to redraw congressional and General Assembly district boundaries after each decennial census and for voter approval of the plan adopted by the panel.
