Summary
Rules of the House of Delegates changes. Amends and readopts Rule 18 of the Rules of the House of Delegates, pertaining to subcommittees and voting. Rule 18 will provide that votes cast on legislation by members in a subcommittee must be recorded.

Comments
The Democratic Party of Virginia has provided the audio of the floor debate that culminated in the defeat of HR48. Anybody interested in this bill would do very well to give this a listen -- it's fascinating.
As a Republican, I'm concerned that our rank and file has been infiltrated with Communists. Killing this bill is a blow to democracy and an outrage. Why are we defending a closed door, papa-knows-best, form of government reminiscent of commie China or the old USSR???
