Waldo Jaquith writes:

Specifically, the proposed change is:

If a measure referred to subcommittee has not received a favorable report, any member of the standing committee, may, if supported by one-fifth of a quorum of the standing committee, move that such measure be taken up for immediate consideration by the standing committee if supported by a majority of the committee on a recorded vote.
