HR90: Commending James P. Bourque.

WHEREAS, James P. Bourque, Deputy Chief of Police with the Chesterfield County Police Department, retired on March 1, 2007, after a long and distinguished career; and
WHEREAS, James Bourque served the Chesterfield County Police Department for 29 years, beginning as a patrol officer and moving up through the ranks to be an investigator, sergeant, lieutenant, captain, major, and finally retiring with the rank of lieutenant colonel; and
WHEREAS, as deputy chief of support services for the past three years, James Bourque was in charge of the administrative and operational support bureaus, human resources, and media relations, as well as serving as the liaison to the County's Emergency Communications Center; and
WHEREAS, Deputy Chief Bourque spent much of his career in criminal investigations and played a key role in the design and implementation of the Chesterfield County/Colonial Heights Crime Solvers program, which was established in 1984; and
WHEREAS, Deputy Chief Bourque also took the initiative in reintroducing the Police Chaplains program to provide counseling and pastoral services to officers, their families, department members, and citizens, and the department's Critical Incident Stress Management program was initially formed under his direction; and
WHEREAS, always committed to fostering bonds among police officers and between the police department and the community, Deputy Chief Bourque helped found both the Chesterfield County Retired Police Officers' Association and the Chesterfield County Police Foundation; and
WHEREAS, children's welfare is of special interest to Deputy Chief Bourque, and he served on the Colonial Heights Sexual Abuse Task Force and is on the board of directors for Chesterfield Court Appointed Special Advocates, an organization that supports and promotes court-appointed volunteer advocacy for abused and neglected children; and
WHEREAS, Deputy Chief Bourque served the Chesterfield County Police Department with great integrity and was steadfast in his commitment to preserving the safety and security of the County and its citizens; now, therefore, be it
RESOLVED by the House of Delegates, That James P. Bourque hereby be commended for his many years of outstanding service to the citizens of Chesterfield County and the Commonwealth; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to James P. Bourque as an expression of the House of Delegates' best wishes for a rewarding retirement.
