Be it enacted by the General Assembly of Virginia:

1. § 1. The Board of Housing and Community Development shall promulgate regulations in accordance with the Administrative Process Act (§ 2.2-4000 et seq. of the Code of Virginia) to exclude waste paper products from the definition of "combustible fibers."  

2.  That the Board shall promulgate regulations to implement the provisions of this act to be effective within 280 days of its enactment.
