Summary
Power plant siting. Creates a single Board to function
as the permitting authority for all governmental approval for electric
generation facilities with an installed capacity of 10 or more megawatts. The
authority of the State Corporation Commission to issue certificates approving
the construction and operation of such faculties is removed. The measure also
repeals a provision authorizing the Department of Environmental Quality and the
State Air Pollution Control Board to consider the cumulative impact of new and
proposed electric generating facilities within the Commonwealth on attainment
of the national ambient air quality standards.
