Jason See writes:

Why? In what case would a chaplain need to get to someplace in an emergency? Do chaplains provide some type of life-saving care or rescue assistance that I'm not aware of? Is it permissible to allow chaplains to risk lives on the road just so they can get to the church or hospital or funeral home a few minutes sooner?

I fail to see a situation that would permit the necessity of this bill.
