Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 3.1-796.124:1 as follows:

§ 3.1-796.124:1. Reporting of suspected dogfighting; penalty.

A. Any public employee, volunteer at or employee of a pound or shelter, or veterinarian, after observing an injury to any dog that is consistent with the fighting of dogs, who fails to report such observations to the animal control officer or a law-enforcement officer for the jurisdiction where the observation occurred, is guilty of a Class 3 misdemeanor.  

B. The reporting of the observation may be written or oral and shall include (i) the date and time of the observation, (ii) the owner's name, if known, (iii) the injury observed, and (iv) other particulars the animal control or law-enforcement officer deems appropriate.
