Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 38.2-3407.15:1 as follows:

§ 38.2-3407.15:1.  Transparency in healthcare billing.

A provider, as defined in § 38.2-3407.10, upon the request of any person who received healthcare services, as defined in § 38.2-3407.15, from the provider, shall provide the person in writing, within 48 hours following receipt of the request, a statement that identifies:

1. The healthcare services provided;

2. The provider of the healthcare services;

3. The provider's charges for each of the items or services furnished to the person; and

4. The amount of each charge for an item or service that, to the best of the provider's understanding, is not reimbursed or otherwise covered by any health insurance coverage of the person, and will be billed by the provider to the person who received the healthcare services.
