Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding a section numbered 3.1-106.4:1 as follows:

§ 3.1-106.4:1. Preemption of local government regulation of fertilizer.

No locality shall regulate the registration, packaging, labeling, sale, storage, distribution, use, or application of fertilizers. In addition, no locality shall adopt or continue in effect any local ordinance relating to the registration, packaging, labeling, sale, storage, distribution, use, or application of fertilizers. Any local ordinance in violation of this section is void and unenforceable.
