SJ322: Celebrating the life of Lottie Barksdale Spencer.
WHEREAS, Lottie Barksdale Spencer of Hampton, a respected citizen and an outstanding educator for the Newport News Public Schools for 34 years, died on November 3, 2006; and
WHEREAS, a native of Danville, Lottie Spencer was the daughter of the late Leroy and Ruby Barksdale and sister to her adoring brothers, the late Howard and Lawson Barksdale; and
WHEREAS, Lottie Spencer graduated from Langston High School in Danville, received a bachelor’s degree from Virginia State University, earned a master’s degree from Hampton University, and completed further studies at Concordia University in Chicago; and
WHEREAS, Lottie Spencer married her one and only love, Turner M. Spencer, and the couple had two wonderful children, Turner and Trina, and were married 49 years; and
WHEREAS, a dedicated and talented teacher who loved and nurtured her pupils, Lottie Spencer taught at the Thomas Jefferson Elementary and Jenkins Elementary schools; and
WHEREAS, over the years, Lottie Spencer gave her time and considerable talents in leadership positions for several civic and social organizations, including the NAACP, the Delta Sigma Theta Sorority, Inc., and the Pinochle Bugs, Inc.; she also was a board member of Girls, Inc., and served a term on the Hampton Social Services Advisory Committee; and
WHEREAS, Lottie Spencer was a faithful member of the First Baptist Church of Hampton, where she sang in the Christian Fellowship Choir, participated in the Noonday Bible Study, served on the Celebration of the Arts Committee, and played in the Sanctuary Handbell Choir; and
WHEREAS, always kind to everyone she knew, Lottie Spencer learned the art of calligraphy and enjoyed addressing invitations and coordinating weddings and special events for her friends and neighbors; and
WHEREAS, Lottie Spencer will be fondly remembered for her generous nature and greatly missed by her devoted husband, her beloved children, their families, and her grandson, Raymond; her numerous other loving family members and friends; and the congregation of the First Baptist Church of Hampton; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby mourn the passing of a fine educator and outstanding Virginian, Lottie Barksdale Spencer; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Lottie Barksdale Spencer as an expression of the General Assembly’s respect for her memory.
