Summary
Study; financial incentives in other states to support
adoption; report. Requests the Department of Taxation to examine current
financial incentives in other states to support adoption. The Commonwealth currently
does not offer any tax assistance to promote adoption. Cites prior studies that
reveal the pressing need to find homes for children, but conclude that financial
costs are a barrier to adoption.
