Summary

Driver's licenses.  Requires all first-time applicants for Virginia driver's licenses to prove that they have successfully completed either a driver education program approved by the State Department of Education or a course offered by a licensed driver training school and increases the minimum time required for first-time applicants over the age of 19 to hold a learner's permit from 30 days to 90 days.
