Monitoring pilot programs for child support enforcement. Authorizes the
Department of Social Services to establish Intensive Case Monitoring pilot
programs in four judicial districts within the Commonwealth to provide case
management and other services to persons referred to the program by the court
after failure to pay child support as required by an administrative action.

FINALLY! Someone who 'gets' it!! Now, just tie the Custodial Parent to providing VISITATION to the children in EVERY case where the NCP is forced to pay support! It's the NCP, that's been getting the short end of the stick!! The CP should be ordered to attend ALL the same classes as well as the NCP.
